Why Is Public Participation and Involvement Necessary?

The EPA believes that the public can provide valuable input and assistance to a regulated small MS4's municipal stormwater management program and, therefore, suggests that the public be given opportunities to play an active role in both the development and implementation of the program. An active and involved community is crucial to the success of a stormwater management program because it allows for:

  • Increased Public Support: When citizens participate in the development and decision-making process, they share responsibility for the program. This leads to fewer legal challenges and a greater likelihood of active involvement in its implementation.
  • Faster Implementation: With fewer public and legal hurdles, the program can be implemented more quickly, and citizen volunteers can provide additional support and resources.
  • Expanded Expertise and Economic Benefits: The community serves as a valuable, and often free, resource for expertise, offering both intellectual insights and economic advantages.
  • Strengthened Program Connections: Public participation helps establish important links with other community and government programs. This is especially valuable when working to implement stormwater programs on a watershed scale, as encouraged by the EPA.
